    It is a great idea to have interesting threads or topics. When they see them, they will likely to participate. In addition, an active forum can motivate them to join.

    It depends on the discussion or topic. Even if a staff posted a discussion or topic, they can be ignored, especially if it is not interesting. The same thing goes with member-led discussions or topics.
