They will put you in more trouble than they are going to help your community which is why it's not so smart to target them. They are like ticking time bomb waiting to be tripped and blow up.
Personally, I don't think I'd have to wait for a member to demand for me to add or remove a section. As long as I'm actively engaging in the forum discussion, I'll see when new topics being made need to have their own designated section and do the needful immediately.
It was VGR that I experienced something similar. When happens when you post was the post going twice. You have to delete one post after each post. It was a crazy experience because I thought it was my Internet messing up but it's not so because another person had the same experience.
When it comes to how I love to run a forum, I pretty much like to be involved as much as possible. It doesn't mean I'll be posting all over the place but at least my presence will be noticed. Whenever I'm tagged or mentioned in any post, I'd respond on that immediately.

A healthy forum to me is a community where everything is going on as planned without constant issues. The hosting works well, no glitches that are not fixed immediately, not a toxic environment for members and an active staff members helping to run things. This is what I call a healthy forum.
Personal attacks on each other shouldn't be allowed in any community because that's going to degenerate everything good happening in the forum. If not stopped, it might lead to threats and that's not good to see.
If it's a one man job, trying to rushing it will burn you out too quick. Back then in Bizdustry, we had about 8 active staff members. The manpower to move them fast was there.
This is just like playing with fire and the rest no way the person isn't going to get burnt when they do that for a long time. Normally, managing human beings isn't an easy job especially with online community, allowing them to run wild is going deteriorate the community quickly.
Doing this is definitely going to work because I've seen it done before on Bizdustry after USHost247 forum was merged with it. Although, it required a lot of staffs hands on deck to successfully move all the threads as quickly as possible.
