Also, I would add having a forum that's very slow when it comes to loading speed. This would probably fall under the "Bad forum design" point. No one ever waste their time on a forum that takes forever to load. They are going to walk away and never come back.

A fast-loading forum is definitely a must these days!
 
The content needs to be very interesting to be competitive and also you need to get people to see it somehow. Myself, I could utilize social media to get people to come in, once a budget is doable.
