I think some links/banners can be obnoxious and I feel the forum is pretty right in prohibiting those but a simple signature link? I don't see anything wrong with it. But a forum owner does have the right to decide.

It's good to participate in those contests as long as the forum owner has a clear goal and meets it.
I think a lot of those contests aren't planned well, and while they benefit the winner, they don't often benefit the forum.
I see many bloggers close comments completely, as if they forget that engagement still matters. I think closing the comments is a bad mistake. Comment exchanges could help with that.
