What has to happen for you to think your forum is popular?

Is it a certain metric or daily activity?

How do you PERSONALLY define a popular forum?
 
A forum is nothing without a steady and consistent activities. It doesn't matter if it's just 10 persons actively posting because it's better to have 10 active users than 1k inactive users who post once in a bluemoon.

I totally agree.

I'd rather have a couple of highly active member than thousands of inactive ones.

Metrics isn't more important than the community developed within the forum.

It's the human management that comes with running a forum that makes it fun. Users will have to contribute and associate with one another in order for you to manage them. This is the core basis of running a community.
