Do promotion forums even work?

How do you feel about promotion forums?

Are they just a scam to get you to post and become active on their forum in exchange they allow you to promote your forum?

Are you just promoting to a bunch of people who are just there to promote their own forum?

There really isn't a real audience development on promotion forums when you seriously think about it.
