I think my first move is to try to get in contact with the staff members.

These days, we have wars in multiple countries, superbugs and pandemics, and an increased depression rate... I'd be worried the staff member is hurt or worse, and that would be my first step in seeing why their activity has become inactive.

Mental or psychical health is more important than being online. So, if that's both in good shape, then being inactive is a matter of being not motivated or simply lost interest. In that case it's not fair to stay staff, and a resignation is due.

I used to always demote to regular member (after making sure they're okay first) and then sending a message saying if they feel like coming back and being active, we might consider them staff again later on.

Usually though, I ask for very very little.
