Not click bait - engagement bait.
This is often done using copywriting. Copy is when you create content titles and text based on the pain points of your audience. You'll use wording and tactics that will dig into their emotions as they read the content.
An emotionally invested reader will typically engage the content.
Why aren't we doing this more with our forums?
The headline should spark an emotional response. The body of the post should further ignite the need to engage the content.
Bloggers are successful when they do this - forum owners can be as well.
