years ago I had a .to domain. Registry was tonic.to. Absolute worst I ever dealt with.

I'd say GoDaddy. I've seen a lot of people complain about their support and the issues that they’ve faced with their services.

I agree.
I've been a webmaster on an NPO website and they register with Go Daddy. It's hard to navigate but their support is quick and you can even get a human on the phone, or at least you could a few years ago.
I get them to register 3 years in advance so we don't have to deal with it that much LOL
