Blogs are similar to forums in a way. The tips work for both sets. Help other bloggers out. Follow theirs & post on those that are relevant to you.
Content is important. I would have to add too, while one doesn't have to be a linguist, it's important to have proper grammar, spell-check to get your point across. I've read some blogs where they did use it as a personal diary, complete with how they wrote. I couldn't understand half of what they were saying!

I've found that publishing genuine, in-depth blog comments often leads to blogging friendships which produce Do Follow, short and sweet mentions on blogs. Or, these relationships produce guest posting invites which lead to highly coveted Do Follow links. I landed Do Follow links from Pro Blogger, Smart Blogger, Blogging Tips Dot Com and Blogging Wizard, in so small part because of genuine blog commenting. I build relationships with Adam, Zac (who owned Blogging Tips Dot Com at the time) and Jon's and Darren's contributors, through genuine comments, and the backlinks and guest post invites came later.

I should comment more on other blogs, myself. I need to dedicate a day of the week or time of the day to read and comment on great blogs.
