Do you moderate everything or let the community self-police?

There are two types of forum moderation styles.

(1) The forum owners/staff who moderate everything and control everything as the official staff of the forum.

Then, there is:

(2) Forums with members who will self-police, tell someone to knock it off when they're acting out of place, and care enough about the community to be an ambassador of the forum.

Which style does your forum fall under? Can you share a real experience about if being that style, as well?
 
The secondary one isn't good at it in any way because there's always going to be chaos in the forum. There's need to be staffs whom are well known with their badges on display. This command authority which members will respect.
