Whenever I started a new forum I created topics in every section, and started doing post exchanges with other members.

I think creating topics is almost every section is important.
Some sections, like a marketplace, will not allow for it, but at least put something in them like rules or something like that.

Don't post the same thing everyone else is posting. If you must, try to put a unique spin on it.
Put community first and develop relationships with members.
Friends will always visit a forum to be around friends.
