Should Conflict Between Members Be Mediated Publicly or Privately?

Public conflict resolution can increase transparency, but it can also escalate tensions. Private mediation avoids drama but may seem unjustified to many. Which approach builds long-term trust? Should moderators intervene immediately or let members self-regulate? What methods have you found most effective?
 
Conflicts resolution between members should be done privately. If it is done publicly, there is every tendency that it might turn dramatic with other members that are not part of the conflict taking sides and possibly creating bitterness within a section of members of the forum. A group message that has the admin, maybe a moderator and the primary parties in the conflict is enough to resolve conflicts between members.
