I would rather observe the patterns of discussion on the forum to determine if I would add a particular section to the forum. If there are many discussions aligned to a particular aspect lately, it is definitely a signal for me that the forum needs a specialized section for that niche.

From experience, I can boldly say that 90% of those strange accounts are bots. I am always in favour of deleting any account that sign up seems suspicious with weird usernames. It is risky to keep such accounts.
If the posts we are talking about here is spam, or rule breaking content, I just hard delete them. It turns to digital clutter when you leave those posts visible for staff. I might favour moving such posts to a locked archive that can only be accessed by staff. I think that is cleaner.
